Tutorial is written for Paint Shop Pro 9. The methods used are compatible with Paint Shop Pro 6, 7, 8 and X

1 Start a new 200x150 pixels, 16 million colors image. Add a new Raster layer (Layers>New Raster Layer). Press "S" to activate the selection tool , then create a rectangular selection as shown below. Save selection to Alpha Channel (Selections>Load/Save Selection>Save Selection to Alpha Channel).
Selection Settings:
Selection Type = Rounded Rectangle
Feather = 0
Antialias = checked

| 2 Set foreground color to red (HTML #ff0000) and background color to dark red (HTML #800000).

Set Foreground to Gradient. Then, Floodfill your selection with Foreground-Background gradient as shown below.

Type = Foreground-Background
Angle = 180
Repeat = 0 |

| 3 Decrease selections by 2 pixels (Selections>Modify>Contract). Then, increase feather by 1 pixel (Selections>Modify>Feather).
