1 Do the Rust Texture first and save it as "Rust-Texture.gif" for future use. Leave the image open.

After you're done making the Rust texture, start a new 200x200 pixels, 16 million colors, white background image.

2 Add a new layer (Layers>New Raster Layer).  Pick  the Preset Shapes Tool and while holding down the [Shift] key, draw "Gear 3" preset shape on your image.

3 Press [CTRL+A] to make your whole image the new selection, pick the Selection Tool and click your mouse once anywhere on your image.  This will make the gear the active selection.  You can save this selection to alpha channel for later use (Selections>Save to Alpha Channel).  Fill the "Gear Selection" with "Rust-texture.gif" pattern .
