Charcoal Painting
3 Apply Pencil Filter (Effects>Artistic Effects>Pencil).  (Note: For PSP9 and PSPX users, go to Effects>Art Media Effects>Pencil)

Here is my Pencil Filter Settings. Although, you can modify the settings to satisfy your desired image result.

 

 

 
4 Add Adjustment curve layer (Layers>New Adjustment Layer>Curves) and follow the settings as shown below.
